Logistics Specialist (Amman, Jordan)

Project Summary:**

This project will support the United States Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA) and Food for Peace (FFP) programs. OFDA and FFP implement programs and have management offices or warehouses around the MENA region.

This project will focus on establishing and undertaking independent third-party monitoring to increase OFDA, FFP, and partners’ understanding of the outputs, progresses, challenges, successes and lessons learned of selected projects. It will support OFDA, FFP and their partners in effectively tracking assistance efforts, and to ensure aid is achieving its goals, the project will also solicit beneficiary feedback, improve the quality of partners’ data and monitor warehousing practices.

Position Summary:

The Logistics Specialist will be stationed in Amman, Jordan. He or She is responsible for coordinating administrative and logistic activities before and after each site visit mission. The Logistics Specialist will perform quality control (QC) reviews on data at select steps in the workflow to ensure validity and integrity. This work will involve creating graphics, including maps, as directed for contracted deliverables, including Site Visit, Monthly, Quarterly and Annual Reports. Each month the Logistics Specialist will collate the report package for submission to MSI HQ.

Responsibilities:

• Conducting all procurement related to activities and ensures compliance with USAID, local laws and Tetra Tech/MSI policies and procedures.
• Sourcing and monitoring vendors’ contractual compliance.
• Assisting with budget development for new activities and coordinates with teams on delivery of procured goods and services.
• Providing logistical, administrative support to teams.
• Maintaining the project site visit list and notify colleagues of canceled site visits
• Assisting the Program Compliance Manager finalize reports and collate report packages
• Supporting project travel and materials delivery
• Maintaining a database of all Field Engineer mission documents
• Providing data management and quality control (QC) support to MSI
• Creating Purchase Requisition Forms and Purchase Orders and having them approved by the COP or the designated authority prior to undertaking any purchases.
• Obtaining competitive bids/quotations for all major and bulk purchases and producing price analysis summary sheet for the approval of the Manager/team member in charge.
• Checking and controlling Travel Authorization Forms.
• Conducting regular data backups in accordance with MSI policies and procedures
• Conducting regular audits of the database to ensure data quality, accuracy and consistency
• Liaising with Finance, Transportation, Security, IT and all technical departments on interrelated issues and ensure their requirements are met and issues addressed in due course of time.
• Other operational and QC-related duties as assigned by MSI management
• Other related tasks assigned by MSI senior management

Qualifications:

• Associate or bachelor’s degree in relevant field.
• At least five (5) years of experience working on a third-party monitoring system.
• At least two (2) years of experience in procurement, logistics, grants, administration or finance.
• Demonstrable computer operating skills and experience using MS Office Suite and have familiarity with the use of databases for tracking inventory, actions, and reporting.
• Understanding of third party monitoring system principles, including geospatial software utilization for QC
• Previous experiencing working on programs implemented in conflict zones
• Experience working with USAID projects.
• Task-oriented and able to work independently to meet deadlines.
• Excellent organizational skills.
• Proficiency in written and spoken English and Arabic.
