MHPSS specialist – National Staff only

THE ORGANIZATION:

OBJECTIVE OF THE POSITION:

The position has 4main objectives to reach:

• Strategy: define the strategy of intervention of HI Syria program related to MHPSS and ensure intervention alligns with HI standards and priorities
• Techncial support: provide necessary technical guidance to project teams. This include the development tools for needs analysis; the developpement of Standards Operational Processes; trainign materials, measures of outcome and impacts,..
• Capacity building of HI staff and partners
• Quality control of MHPSS intervention
• Netrworking: ensure HI is represented in cluster and working groups related to MHPSS and Protection
• Buisness development: contribute to proposal development and major reporting

PROFESSIONAL STANDARDS:

Missions and Responsibilities

Responsibility 1: Strategy

• To contribute to the development of the Syria Strategy
• To define the MHPSS whole of Syria strategy and to support the hubs in defining their hub strategy
• To collaborate and share information, tools and trainings with the Physical Rehabilitation Technical Coordinator and TOs
• To actively participate in the Technical Unit (TU) activities (i.e. strategic planning, PM meetings,…)
• To collaborate with Monitoring, Evaluation, Accountability and Learning department (MEAL) for data analysis related to MHPSS
• To collaborate with the TOs and within the TU in order to adapt the strategy, the approach and the tools to the context changes to ensure that the MHPSS technical components are relevant, effective/impactful, efficient, and sustainable;
• To respect the human resources, security, logistical and administrative procedures

Responsibility 2: Provide targeted technical support to MHPSS Technical Officers

• To have regular online meetings with Technical Officers/Advisors (TO/TA) of all hubs
• To have regular individual sessions of case-study with TOs
• To update the MHPSS online toolbox with Activity Factsheets, approved guidelines and manuals, presentations and other relevant technical documents
• To facilitate the participation and communication among all MHPSS team
• To participate in recruitment (designing technical job descriptions, tests and interviews)
• To support the TOs during emergency interventions
• To give inputs on purchases of psychosocial support equipment

Responsibility 3: Capacity building

• To assess, analyze, prioritize and respond to knowledge needs of the MHPSS TOs
• To design and implement a capacity building plan for TOs
• To organize and implement trainings (in presence and online)
• To ensure the MHPSS staff induction when needed
• To support the TOs in the training of the field teams (design of trainings, choice of the most appropriate methodology, validation/harmonization of didactical material, check of translated technical documents) and to organize direct trainings to field teams if needed

Responsibility 4: Technical development

• To support TOs in the adaptation of the HI approach and tools to the specific conditions of each setting in each hub
• To improve specific tools for MHPSS work with People with Disabilities, Injuries and Amputations in the framework of the Comprehensive Rehabilitation approach
• To develop/implement new MHPSS approaches and services, namely the community MHPSS approach, the family & child approach
• To support TOs in cluster and working group participation and to directly participate to them in case of needs

Responsibility 5: Monitoring of the quality of MHPSS services

• To develop quality control mechanisms and ensure the monitoring of the quality of the MHPSS intervention
• To provide technical documents and training materials with evidence-based content
• To ensure the implementation of the HI approach and tools in all hubs, supporting the TOs in solving challenges related to the specificities of each context
• To ensure the implementation of the latest HI assessment model
• To follow-up technical reports from TOs
• To make sure all the project monitoring and follow-up documents are regularly transferred to HI Database Manager and contribute to analyze data on a regular basis
• To develop quality control mechanisms and ensure the monitoring of the quality of the MHPSS intervention
• To provide technical documents and training materials with evidence-based content

Responsibility 6: BUISNESS DEVELOPPMENT

• Contributes to the design and writing of new projects in the country
• Support operational team in major reporting, ensuring MHPSS analysis
• Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope

THE SUCCESSFUL CANDIDATE will have( education and experience)

QUALIFICATIONS:

• Master in clinical psychology

Skills

mandatory:

• At least 5 years’ experience in working with NGOs and civil society in developing and emergency interventions
• Possess clinical experience in providing individual counselling and group psychosocial support
• Experience of working on Mental Health and Psychosocial Support Community Based activities
• Experience working with vulnerable groups, specifically persons with mental health conditions or psychosocial disabilities
• Experience/knowledge of capacity building and clinical supervision, training methodologies/adult education, pedagogy
• Experience in developing standards, tools,..
• Experience in proposal writing
• Excellent reporting capacity skills (written and oral communication)
• Fluent in English

Preferable:

• Arabic language skills are an asset.
