The Opportunity:

Plan International in Jordan is seeking to recruit an experienced Education Specialist responding to both development and humanitarian programs, and in particular to the needs of the most at-risk population – children and youth (especially girls and boys). The Education Specialist will be based in the Main Office in Amman with travel to project’s locations as needed.

Responsibilities:

The education specialist is required to; implement Plan’s multi-sectoral education programs including education in emergencies (EiE), coordinate response and coordination efforts in Jordan, and provide oversight for the strategic direction of Plan’s education programming. This will include the provision of high quality technical, advocacy and coordination support in order to ensure compliance with international standards across the areas of Plan’s mandated areas of work. The education specialist is directly responsible for the implementation and coordination of education programming with national actors, NGOs and civil society partners; representation of Plan in coordination mechanisms.

Education Programme Design, Development and Implementation:

  • To support in leading rapid and detailed education mapping and assessments on education; identify barriers and risk faced by girls and boys and determine priorities, immediate activities, and required resources;
  • To ensure regular communication with education regional/global technical teams to integrate appropriate technical input and priorities in program design and implementation;
  • To provide timely feedback on the ongoing activities and propose amendments as needed and way forward/mitigation measures to challenges faced;
  • Work on proposal development (narrative and budget) by providing relevant inputs on education related aspects in close coordination with the technical unit and project management team as well as engaging in resource mobilization efforts to support joint programming;
  • To contribute to the development of the education program strategic direction for responding to the needs of women, girls, boys and men;
  • To provide technical support to the development of relevant advocacy and policy documents, as necessary, to address Education and EiE challenges and changing contexts.
  • To provide technical support to revise and develop contextualized training and education materials and coordinate/facilitate the use of these materials during training and community awareness sessions on education;
  • Identifies and develops new partnerships with education-focused NGOs, Community Based Organizations (CBOs) and communities.
  • To perform any other duties as assigned by the supervisor to enable and develop Plan programs;

Monitoring, Implementation and Reporting:**

  • To work closely with Plan International Jordan’s MERL staff to ensure that tools and methodologies are aligned with global priorities and are implemented in a coordinated and phased manner, in accordance with Plan International’s guide lines, best practices and policy;
  • To coordinate closely with project managers to identify and raise technical challenges partners face in the delivery of education and EiE relevant activities and services and propose tools and mechanisms to overcome them in a timely manner;
  • To lead the development and facilitation of trainings/workshops for Plan community volunteers as well as relevant partner staff and service providers on Monitoring, Evaluation, Learning and reporting systems and approaches focusing on education related topics;
  • To lead and support the development of M&E Framework and monitoring & evaluation plan for education related activities and indicators and ensure adherence to the plans and systems;
  • To support the analysis and reporting on programme and project progress and trends in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective action;
  • To coordinate and support timely delivery of quality project and financial reporting and ensures adequacy with finance and activities;
  • To lead the development and implementation of regular, participatory assessments/feedback and complaint surveys and mechanism with and for affected communities in accordance to Plan international regulations, Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with already established systems and policies available;
  • To maintain effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required.

Coordination and Communication:

  • To coordinate with the Communication Coordinator to ensure that all media related activities are in line with the Do No Harm approach and interagency guidelines and to support resource mobilization efforts by contributing to proposal preparation and development of communication and advocacy materials and related engagements;
  • To attend regular calls, meetings, etc. as required by Plan International;
  • Actively develop and maintain effective working relationships with key stakeholders, including donors (if required), government actors, UN agencies, international and local NGOs, and other relevant actors.
  • In coordination with Country Office Program Manager, the Gender Specialist and program staff ensures that issues of gender equality, inclusion, child protection and safeguarding, accountability, risk and vulnerability are addressed and monitored throughout all education programs.

Human Resources – Staff supervision and Development

  • To maintain open and professional relations with all the team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions and different task assigned to them;
  • To coordinate and/or implement training and briefing of Plan International partners, and other key stakeholders on formal, non-formal and formal education/ECCD/ EiE /Vocational education and/or related issues;
  • To ensure refreshers and learning sessions are carried out as needed;
  • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate;

In order to succeed in this challenging and varied role the successful candidate must have or be:

Technical Qualifications and Experience Required to Achieve Role’s Objectives:

  • Minimum Bachelor degree or equivalent in education or relevant field
  • Master’s degree in Education or related field; or equivalent combination of education and experience.
  • Minimum of 6 years (3 in the field) of progressively responsible experience in implementing education/ECCD/ EiE programs, preferable social work and/or case management in humanitarian, post-conflict recovery and/or development settings;
  • Previous experience working within a team in a cross-cultural setting;
  • Demonstrated experience in capacity building trainings and/or the development of education materials and resources.
  • Good understanding of gender and ability to engage on gender equality issues;
  • Good Experience in utilizing internationals tools such as: The INEE Minimum Standards Reference Tool accompanies and the INEE Minimum Standards Handbook.
  • Knowledge and understanding of best practices in basic education programs, including technical experience in teacher training and resource and curriculum development.
  • Experience in developing methods, tools and programs/interventions in collaboration with government agencies, civil society, and private organizations/institutions.
  • Experience of conducting assessments in emergency contexts.
  • Experience of training on relevant technical areas with a variety of audiences.

Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives:

Knowledge:

  • Excellent understanding of Education in emergencies programming and relevant major players
  • Experience working with partners to implement programming desired;
  • Strong knowledge and experience in training with good facilitation skills and ability to organize and implement trainings on sensitive topics;
  • Strong knowledge in planning, monitoring, evaluating programs and ongoing developments in evaluation tools and processes for protection projects;
  • Knowledge and experience in M&E and participatory learning approaches.

  • Dealing with Problems:
  • Excellent risk-assessment and management is required to support decisions that may require overcoming attitudinal, systemic and physical barriers;
  • The post-holder will make rapid assessments of situations and then make judgements for the organisation on strategic choices and action often with inadequate information;
  • The job requires decisions to be taken based on assumption and experience, as little hard information will be available. Decisions need to be context specific and there will often be no precedents to draw upon;
  • Management judgement will be required to negotiate and influence COs’ Plan teams to take steps to respond in ways that may be new or worrisome in contexts that are stressful to all involved;

    Level of Contact with Children:

  • Medium contact – the job responsibilities required from this position will include medium level contact with children. It is expected that children shall be protected at all times.

Type of Role: 6 months contract

Location: Plan’s office in Jordan – Amman
