Monitoring, Evaluation, and Learning (ME&L) Specialist
Water Management Initiative (WMI) is a USAID-funded Water Project, currently seeking to recruit a highly-qualified “Monitor, Evaluation and Learning (ME&L) Specialist”. WMI Project is supporting the Government of Jordan to achieve measurable improvements and greater sustainability of the water sector.
MAIN RESPONSIBILITIES AND TASKS:
The Monitoring, Evaluation & Learning (ME&L) Specialist shall be responsible for ensuring the implementation of the adaptive management approach and for guiding all activities related to ME&L indicated in the Activity Monitoring, Evaluation, and Learning Plan (AMELP). The ME&L Specialist shall providing the following responsibilities:
- Provide professional guidance and hands-on assistance to all WMI staff on issues related to M&E. S/he organizes trainings and orientations for project staff on the WMI AMELP, ME&L system, USAID ADS 203 guidelines, data collection techniques, standards, and best practices.
- Maintain up to date hard and electronic files of all data and documentation.
- Assess the quality of collected data and provide feedback to parties responsible for data collection.
- Report results through USAID TraiNet or the new system (TEAMS) database and USAID/Jordan Devresults system.
- Draft and submit ME&L sections of quarterly and final reports to the DCOP for submission to USAID.
- Under the direction of the COP and the DCOP, work with the Communications Specialist to ensure relevant ME&L data and findings are communicated to project stakeholders (at the national and local levels).
- Under the direction of the COP and the DCOP, conduct and/or oversee special studies and analyses as necessary to inform project learning.
- Report progress toward achievement of targets to the WMI team as part of the Quarterly Progress Reports and Annual Performance Report to be submitted to USAID.
- Work with the COP, DCOP and other Technical Staff to facilitate the adaptive management approach and ensure that ME&L data are informing WMI management and decision-making.
- Manage the external Data Quality Assessment (DQA) which will be conducted by the Mission.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in a relevant discipline such as Information Technology, Management Information Systems, Telecommunications, Engineering, Economics, Management, Statistics, Social Sciences, Development Studies.
- Minimum of six years of experience in international donor funded initiatives; preferably focused on water sectors and/or funded by USAID.
- Experience in quantitative and qualitative data collections such as survey and research tool design, data collection, statistical analysis, qualitative research, and dissemination of results; experience with statistical analysis software preferred.
- Demonstrable skills in indicator selection, target setting, report writing, database management, developing M&E and performance monitoring plans, and data visualization required.
- Experience with data quality assessments, specially the USAID DQA tools and templates.
- Experience managing and providing ongoing training to M&E field officers.
- Strong writing, editing, and oral presentation skills in English and Arabic.
- Strong computer skills, including high-level proficiency in Excel, communications tools, internet, email, social media, and teleconferences.
- Experience in utilizing the data collection and visualization tools including SurveyMonkey, Venngag, etc.
- Strong interpersonal skills and ability to work cooperatively with team members, partner organizations, and stakeholders.
- Detail-oriented with ability to multitask and prioritize tasks.
- Experience using gender and context indicators.
