JOB CONTEXT :

Under the responsibility of the Regional Technical Unit Manager, the Regional Health and Rehabilitation Specialist contributes to the implementation of the HI mandate and the operational strategy of HI MEREP program, in the field of Mother New-born Child Health (early detection and early intervention) and Physical and Functional Rehabilitation. He/she ensures optimal quality and impact of the projects implemented in the countries, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

HI’s Middle East Regional Programme (MEReP) is based in Amman with a regional host country mission (Jordan) and 3 affiliated countries (Egypt, Lebanon and Palestine). The regional component of the mission is composed of a Senior Management Team (Technical, Finance, Logistics, HR) under the management of a Regional Program Director. The program will enter from January 2020 its new 3 – years Strategy (2020 – 2022) with a strong focus on volume stabilization (around 13 Million Euro), ROOTs implementation and NEXUS operationalization.

The program implements several interventions in the field of Mother New-born Child Health (mainly early detection and early intervention) and Physical and Functional Rehabilitation.

The Regional Health and Rehabilitation Specialist will have functional technical supervision over other technical positions that support Rehabilitation projects and Early Detection and Early Intervention (EDEI) projects in the 4 countries of MEREP[1]: Technical Advisor (TA) EDEI Egypt, TA EDEI Jordan, TA Rehabilitation Gaza, TA Rehabilitation Lebanon and several Technical Officers (TOs).

The Regional Health and Rehabilitation Specialist will also provide technical follow up of consultants, in her/his sector of expertise, to ensure they align with HI technical framework.

YOUR MISSION:

Main objectives

Expertise

-You provide sectorial technical input to the Operational Strategy of the Programme

-You ensure technical support to projects in line with the global technical frameworks (technical guidance and support to Project Managers, adequate support to multi-sector responses within projects, local sectorial watch, sharing of best practices and contribution to recruitment and briefing)

-You ensure technical learning from projects

-You ensure the control & monitoring of the technical quality and the relevance of HI’s activities (issue warnings and audit recommendations)

-You ensure compliance of the technical proposition with nexus stakes

-You contribute to the development of research and innovation projects in the region (suggests and steers technical innovation projects, research and studies)

-You contribute to the Technical Divisions professional channel animation (community of practices and local talent pool)

Influence

-You contribute to the local external prestige and influence of HI’s expertise (advocacy and communication)

Business development

-You ensures the development of major opportunities or new projects in the region (context analysis, identify & transform major opportunities, design and writing of new projects, local partnerships and/or consortium…)

YOUR PROFILE :

• You hold an advanced degree in physiotherapy, occupational therapy or physical medicine and rehabilitation as well as a master degree in public health
• You have a specialization in paediatric rehabilitation
• You have a minimum of 5 years’ experience in international development or emergency and post crisis environments
• You have one previous experience in a regional position
• You have strong strategic analytical skills and capacity to establish clear frameworks
• You have good communication skills to adapt to different interlocutors
• You have experience in capacity building and training engineering
• You show ability to work as part of a cooperating network with multi-disciplinary teams
• Experience in working in the middle-east on project management position would be an asset as well as speaking Arabic
• You demonstrate resilience to stress and uncertainty

CHARACTERISTICS OF THE POSITION :

Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is still fairly good. In Amman, despite some regular peaceful demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. The post covers for the regional programme, which implies regular missions to the different countries where situation can be harsher and therefore under the conditions of security procedures established by HI, that have to be strictly followed. The position is based in the permanent Middle East Regional Programme covering for Egypt, Jordan, Lebanon, Palestine missions. This position requires regular travels (around 35% of the working-time) within Middle East, including conflict-affected areas.

• Length of the contract: 18 months**

Employee status :

• Salary from 2757 € gross/month regarding the experience of the candidate
• Perdiem : 650,50 € net/month
