TERMS OF REFERENCE FOR INTERNSHIP

Background information/Organizational Context

The Middle East and North Africa region is facing one of the most challenging periods in its recent history. Violence in the region is characterized by persistent inter- and intra-State armed conflict, high unemployment rates and deepening poverty. Continued instability has resulted in mass displacement, increased protection needs, and sustained mixed movements, with people fleeing in search of safety and better opportunities. At the end of 2018 the total number of people of concern to UNHCR in the MENA region has reached 14.995.514 persons.

The Inter-Agency Standing Committee (IASC) system-wide, Level-3 emergency declarations (see Responding with lifesaving support chapter and Glossary) for Iraq, the Syrian Arab Republic (Syria) and Yemen remain in effect, with all three emergencies deteriorating further in 2018. Syrians constitute the largest refugee population worldwide under UNHCR’s mandate. Neighbouring countries and host communities continue to generously accommodate more than 5 million Syrian refugees, overstretching basic services. In parallel, refugees have become increasingly vulnerable. Providing assistance to both refugee and host communities, supporting improvements in social cohesion and peaceful co-existence, will remain crucial for UNHCR. With over ten million IDPs in the region, the Office will also continue to respond to ongoing and protracted displacement inside Iraq, Syria and Yemen.

The organization will also maintain its response to the dramatic consequences of mixed movements in the region, while working to alleviate some of the underlying drivers of such flows. As the central Mediterranean route remains the main corridor to reach Europe (Italy & Spain) from Libya, Morocco, Tunisia and Algeria, UNHCR is scaling up its operational presence and reinforcing protection in those countries to meet the needs of IDPs and refugees suffering from severe abuse and living in dire conditions.

The MENA Protection Service (MPS) provides oversight, support and advice to the operations in the region, developing tools and building the capacity of UNHCR, government and partners to ensure quality of protection is delivered to refugees, asylum-seekers, internally displaced people, returnees, stateless people and host communities from different age, gender and background across countries.

Mixed Movements and Community-Based Protection are a priority for the region, particularly in the North of Africa, Yemen, and the countries affected by the Syrian, Iraqi and Libyan situations.

In 2020, MPS will be focusing on developing networks for the identification of international protection needs, trafficking and other serious risks faced by the population involved in mixed movements, engaging the community through outreach and communication with communities (CwC) and ensuring the implementation of effective accountability to affected population (AAP) and complaint mechanisms (CM) in line with the Global Compact for Refugees, the Sustainable Development Goals and Humanitarian Principles.

Duties and Responsibilities

Under the supervision of the Snr. CBP officer & Mixed Movements the intern’s work responsibilities will include:

· Collect, disseminate and draft documents related to access to protection and assistance of people on the move and displaced population to asylum and protection, including through surveys and consultations;

· Support the organization of training events and conferences, including assistance to development of materials, selection of venues, and translation of documents, liaising with participants and service providers, taking notes and drafting reports. (AAP, PWD, MM & Trafficking, CwC consultations).

· Support the preparation of field missions, liaising with relevant field offices, to develop meaningful agenda, evaluation reports and action plans.

· Assist the preparation of statistic reports and briefing notes on MM & CBP in the MENA Region.

· Support the development of project proposals for fundraising purposes, as wells monitoring & Evaluation processes.

· Support the awareness raising and advocacy campaigns in coordination with External Relations and Communication Unit.

· Other duties as required.

Minimum qualifications required

· Knowledge of refugee protection and migration, community-based protection and communication with communities.

· Good analytical and drafting skills and proven ability in proof-reading and editing;

· Good communication and data management skills;

· Ability to produce statistic reports and visual materials for external audiences;

· Planning and organizing competencies in order to both multi-task and prioritize workload;

· Ability to work under pressure and meet tight deadlines;

· Excellent knowledge of English; working knowledge of Arabic and French is highly appreciated (written/oral/comprehension);

· Exposure to UN system and/or experience with a humanitarian NGO desirable.

Education:

a. Be a recent graduate* or current student in a graduate/undergraduate school Programme from a university or higher education facility accredited by UNESCO; and

b. Have completed at least two years of undergraduate studies in a field relevant or of interest to the work of the Organization.

*Recent graduates are to be considered those persons who completed their studies within one year of applying for an internship with UNHCR
