UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE REFUGEES IN THE NEAR EAST UNRWA

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Grade & Benefits
Monthly Salary JD 927.300 Fils. Plus Special Occupational Allowance 20% of basic salary. Other benefits include Provident Fund contribution (15% of basic salary paid by the Agency), medical insurance and annual leave. Dependency allowance is subject to eligibility.

Place in the Organisation

The incumbent is responsible to the Field Finance Officer through Deputy Field Finance Officer and supervises, directs and trains the staff assigned to his/her section.

Primary Duties and Responsibilities

In accordance with Agency policy and procedures, the incumbent:
Reviews the monthly bank reconciliation; performs surprise cash counts in all installations which hold imprest cash funds and reconciles the monthly balances of the general ledger with the balances of the subsidiary ledgers;
Checks lists of liabilities and commitments at mid-term and biennium end; drafts journal vouchers to record them in the Agency’s accounts and coordinates accounting actions for the closure of accounts;
Controls and maintains the general and subsidiary ledgers, including accounting action on losses, goods in-transit, fuel and stock movements;
Analyzes accounting reports with budget and expenditure reports to explain variances; monitors the accounting operations; drafts correspondence and prepares reports and statements related to his/her functions;
Prepares journal vouchers and checks the accuracy of coding on journal vouchers raised by his/her staff; monitors the closure of accounts schedule to ensure compliance;
Maintains and controls the equipment value cards, and matches them with locator cards maintained by Field Procurement and Logistics Department to ensure the correctness of the equipment value and reconcile the balance with fixed assets module balances;
Verifies the accuracy of accounting vouchers and data entered into the Finance Management System (FMS), transmits and receives financial data to/from Fields and Headquarters;
Advises Field Finance Officer/Deputy Field Finance Officer on all matters related to vouchers, general and subsidiary ledgers, accounting actions and stock movements and cash;
Where applicable, prepares financial reports for school contributions, canteen revenues and production units; controls the accounts of the Income Generation Programme and is responsible for the financial administration of loans related to Income Generation Programme including recoveries from guarantors for any defaulted balances;
Answers queries raised by the expending officers and staff members on matters concerning their personal account and charges;
Acts as required for the Deputy Field Finance Officer or for any of the Field Finance Office Section Head;

Minimum Qualifications
Academic and professional qualifications

A university degree in accountancy, business administration, banking and finance or other related field.

(A) Experience

Five years experience in finance or accounting office of a governmental, international, or commercial organization with an emphasis on a computerized working environment.

(B) Language

Excellent command of spoken and written English and Arabic.

(C) Competencies

(i) Ability to use a computer and work on various spreadsheet applications such as Excel and Access;

(ii) Excellent analytical skills;

(iii) Effective written and oral communication skills;

(iv) Excellent supervising and reporting skills;

(v) Ability to cope with multiple tasks effectively.

Equivalency

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
