OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Management & Administration Unit of the Health Emergencies Programme is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities

Participate in and provide guidance on developing HR planning for events and emergencies; work with incident/hiring managers to develop and review HR plans and budgets, and prioritize and forecast critical workforce needs.
Supervise and coordinate all HR emergency operations linked to targeting pre-recruitment, recruitment, onboarding and end of assignment briefing/debriefing formalities and processes for staff and non-staff deployed for health emergencies. Coordinate with county offices, the Global Service Centre and the regional HR unit on all aspects of recruitment, contractual and staffing actions
When necessary oversee the monitoring of deployed staff and non-staff during an event and liaise closely with WHO Security focal points and the United Nations Department of Safety and Security UNDSS to ensure appropriate security clearance and monitoring of deployments in field operations
Advise staff and supervisors on WHO Staff Rules and Regulations, HR policies and HR emergency operations and procedures, all administration of entitlements (including but not limited to Rest and Recuperation, Compensatory Leave, Hardship allowance and etc.) duties, responsibilities, code of conduct and performance management and career development.
Develop new, or modify existing, position descriptions and Terms of Reference in collaboration with headquarters and regional offices. Target, review, vet, and validate recruitment profiles and liaise with concerned stakeholders for required actions and rapid response recruitment.
Compile and analyze data and use it to generate reports on work volume and projected staffing needs, to provide trends and information required for strategic decision making by managers.
Plan, monitor and provide induction and orientation briefings to newcomers, security clearance, and ensure that the emergencies Programme conducts regular performance assessments of staff and non-staff deployed for emergencies.
Support capacity building activities on human resources management in the region.
When necessary work closely with WHO Staff Health and Wellbeing Services and or Security Operations to ensure rapid evacuation of staff and non-staff, and to provide support and follow up on staff health and welfare matters in general, ensuring that escalation and reporting procedures are adhered to.
Manage the human resource sub-unit and supervise staff, provide coaching and training as required.
Upon request provide support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.
Perform all other related duties as required.
REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in Human Resources, social sciences, business administration, communication or related field.
Desirable: Additional training in Human Resources or emergency management.
Experience

Essential: At least 7 years’ experience in HR management and/or administration, with a focus on Contract administration and entitlements, training, workforce planning.
Desirable: Experience in HR operations in emergency situations.
Skills

Good knowledge of UN or WHO staff regulations and rules,Strong knowledge of the full range of UN or WHO HR policies and procedures Sound knowledge and skills in the area of emergency response and HR emergency operations and evacuations.
Ability to think both logically and creatively, a business-focused approach.
Organizational skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1395 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
