Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of individuals each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training and organized transportation. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight and guidance to IOM’s global support to all resettlement programs.

Under the USRAP, the Resettlement Support Center (RSC) provides critical support and processing services for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for the Middle East and North Africa (MENA). RSC MENA prepares applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arriving individuals to resettlement agencies in the US and offers Cultural Orientation (CO) training to beneficiaries and refugees departing for the US.

Under the direct supervision of the Chief of Mission, Qatar, for administrative matters and the oversight of the Head of Movement Operations, MENA in Amman, Jordan for technical matters; the successful candidate will primarily be responsible for the overall direction and management of all USRAP activities in a processing site established by the U.S. Government in Doha, Qatar., with the following duties and responsibilities:

Core Functions / Responsibilities:

  1. In coordination with the Chief of Mission Qatar and Regional USRAP Project Managers(PMs), provide direction, leadership, overall management accountability, compliance, and coordination of all USRAP implemented activities in a processing site established by the U.S. Government in relation to the evacuation of Afghan nationals to the United States. Ensure the integration of substantive specializations into a coordinated service platform.
  2. Establish, maintain and strengthen strategic consultations with US Embassy RefugeeCoordinators, the US Department of State, Department of Defense, and Department of Homeland Security representatives on a daily basis to represent the best interest of beneficiaries and clients, and to advance objectives and the Organization’s reputation. Help achieve the donor goals in managing resettlement challenges through high level meetings, creative problem solving, the provision of programme leadership and authoritative expertise, the formulation of policy, information sharing, the establishment of strategic alliances, and joint program planning, in coordination with Chief of Mission and regional USRAP PMs.
  3. Pro-actively develop and implement fraud prevention measures in all aspects of program delivery in accordance with IOM policies and PRM Integrity and Compliance Measures. Bring to the attention of the Chief of Mission, USRAP Project Managers(s) and USRAP Global Coordinator any non-compliance of staff or other areas of concern, and create and implement plans and mechanisms for improvements that will maintain the integrity of the USRAP in the processing site.
  4. In coordination with USRAP Regional PMs, Resource Management Officer (RMO) and Chief of Mission Qatar and the Manila Financial Support Unit, exercise sound USRAP financial asset management. Following budget approval, ensure the implementation of activities in line with budget availability and operational efficiency and provide authoritative advice on potential administrative, budgetary, and financial consequences of developments in the missions’ operational activities.
  5. Carry out regular strategic analysis and monitoring of the USRAP pipeline, advising ProjectManagers and the CoM of challenges and opportunities and implementing solutions by consensus. Ensure a high level of quality across the programme and create innovative initiatives to meet programme goals. Set reporting and accountability processes, identify staffing and resource needs in collaboration with the Project Managers. Stimulate dialogue and synergies, spearhead mediation and direct problem solving with all stakeholders.
  6. Direct and provide authoritative operational guidance, expertise, and advice for all aspects of the programming, operations, health assessment and other activities, as well as managing and empowering USRAP programme staff, in coordination with the relevant units and in accordance with IOM programmatic standards.
  7. Direct and manage the USRAP Processing Site and ensure that the site functions to effectively support RSC, MHD and Movement Operations teams to meet mission objectives and fulfill partner obligations. Work closely with the Resource Management Unit, Office of Staff Security, Logistics and Program teams to create and maintain an efficiently coordinated office.
  8. In coordination with the Resource Management Unit, oversee the use of office resources to ensure that the processing site is appropriately resourced to support USRAP activities. Coordinate staffing, TDY and STA needs for the site with the Mission, Regional USRAP PMs, and HR leads to ensure adequate staffing and appropriate structures at the site.
  9. Represent IOM at relevant site interagency team meetings and other high level meetings and ensure that IOM priorities are raised and advanced, and solutions are found that consider IOM’s need to maintain robust direct service provision. Identify and advise on how coordination mechanisms can be made more efficient and flexible to address the evolving priorities and maintain a high level of accountability to donors and beneficiaries.
  10. Promote learning and development and capacity building initiatives through the planning, design and implementation of continued, targeted staff training among USRAP units to ensure continuity of high levels of general awareness and specialized knowledge/skills among all staff.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, International Relations, Regional Studies, Business Administration, or a related field from an accredited academic institution with ten years of relevant professional experience; or

• University degree in the above fields with twelve years of relevant professional experience.

Experience

• Ten years of experience in resettlement programs;

• Supervisory/management experience in USRAP, including significant exposure/experience with RSC or related activities such as case creation, pre-DHS processing, case work, and out-processing;

• Experience supervising/managing USRAP activities at a senior level in remote areas.

Skills

• Sound knowledge of program implementation and familiarity with IOM’s administrative, financial, and business rules and practices.

• Knowledge of Worldwide Refugee Admission Processing System (WRAPs).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashtu is an advantage.
