In 2017, the UNICEF Yemen Country Office launched the Emergency Cash Transfer (ECT) Project with funds and technical assistance from the World Bank through the International Development Association. The ECT Project targets 1.5 million vulnerable beneficiary cases (over 9 million people) across all Yemen districts and governorates with unconditional cash transfers in response to the socio-economic crisis. UNICEF has established a Project Management Unit (PMU) with staff members operating in Yemen and Jordan, to design the cash transfer model and oversee its implementation with a strong risk management approach.

Being that the PMU operates cash-based projects, financial transactions and the need to manage various growing elements of them is necessary.

How can you make a difference?

The Finance Specialist reports to the PMU Operations Manager for general direction and guidance. The specialist is responsible for providing support to the PMU Operations Manager in managing, monitoring and overseeing the full range of financial services in support of program and operational activities (i.e. financial planning, disbursements of funds and payments, treasury and accounting, financial analysis and reporting of resources), ensuring compliance of all financial operations with organizational plans, policies, procedures, guidelines, standards of performance, ethics, and integrity.

The Finance Specialist, when supervising support staff, will be responsible for planning and guiding work in progress and for reviewing work completed by subordinate staff to verify accuracy and compliance with International Public Sector Accounting Standards (IPSAS), UNICEF Financial Regulation and Rules, policies, procedures, guidelines, standards of accountability, and ethics.

To make a difference, the specialist will perform the following key functions/ accountabilities:

3. Treasury and cash management

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s) in financial management related fields such as Accountancy or Finance or their equivalent, is required; or an advanced diploma qualification in CIPFA or its equivalent with other internationally recognized institutions or a valid professional certification (CA; CPA; etc.) from an internationally recognized, accredited chartered accountancy institution is required, along with a first-level (Bachelor’s) university degree in accounting, financial management or another related financial field is required. A first University Degree (Bachelor) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 5 years of professional experience in financial management or audits in an international organization and/or large corporation is required.
• Experience in a UN system agency or organization some of which served in a developing country is considered as an asset.
• Experience in Humanitarian Cash Transfer projects is considered as an asset.
• Advanced knowledge of Microsoft Office, especially Excel required.
• Experience in database packages, web based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.
• Experience with IPSAS and/or IFRS is considered as an asset.
• Fluency in English is required. Knowledge of Arabic is considered as an asset.
