JOB CONTEXT :
Handicap International’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine) for now. The programme is engaged in the second part of its StrateOp 2015 – 2019 with a massive growing of financial volumes on the last 2 years. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2018 of 11M Euros with 220 expatriates and national staff.
The regional office of MEREP is composed of a range of technical coordinators under the management of a Regional Program Director. The position is part of the Middle East Regional Coordination Team (RCT) and Management Team (MT).
Due to the current internal transformation project (Roots), the position may have to evolve during the coming period with some.
You manage directly a regional finance team (Accounting Manager and Finances Controllers) to ensure the whole financial strategy of the program with the Regional Director.
You will also work in direct collaboration with the others Regional Coordinators and the Country Managers with a strong focus on FINOPS tools and Remote NAV systems.
This position requires visits to the country and missions to ensure proper financial management and monitoring.
In this framework, your main duties are:
Guarantee effective accounting, treasury management and control
Ensure the budget and financial management of the program
Manage donor contracts and Ensure the proper use of donor funds
Manage the regional program finance team and supervise/support technically administrators in missions
Manage coordination of finance within the regional program and with the HQ
YOUR PROFILE :
You hold an advanced degree in Finance, Accountancy or in any financial sector
You have at least 8 years of experience in financial related position – including accountancy, budget management and strategic financial analysis – including 5 years on expatriate related positions
You demonstrate strong financial skills
Strong managerial, capacity-building and mentoring skills
CHARACTERISTICS OF THE POSITION :
Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is still fairly good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. The post covers for the regional programme, which implies regular missions to the different countries where situation can be harsher and therefore under the conditions of security procedures established by HI, that have to be strictly followed. The position is based in the permanent Middle East Regional Programme covering for Egypt, Jordan, Lebanon, Palestine missions.
Starting date : 10th, July 2018
Length of the contract **: 2 years**
Employee status, according to experience :
Salary from 2750 € gross/month regarding the experience of the candidate
Perdiem : 596€ net/month
