Water Management Initiative (WMI) is a USAID-funded Water Project, currently re-advertising and seeking to recruit a highly-qualified “Procurement Officer”. WMI Project is supporting the Government of Jordan to achieve measurable improvements and greater sustainability of the water sector.
Under the direct supervision of the Procurement and Subcontract Specialist, the incumbent of this position is responsible to provide support for procurement of goods and services for all project sectors and field offices as well as process of tenders for framework contracts and complex purchases, and support in planning activities in the Procurement and Contract Section/Procurement Unit.
MAIN RESPONSIBILITIES AND TASKS:
The responsibilities of the incumbent include but are not limited to:
Initiates purchase of goods and services within established authority. Reviews Terms of Reference prepared by the technical team. Prepares and issues tender documents (RFQ, RFP) for framework contracts and complex purchases. Processes the administrative and financial evaluation of received offers;
Finalizes procurement processes with drafting of vendor contracts and submitting them for approval to the supervisor;
Advises staff on procurement policies and procedures and ensures that all procurement actions are conducted in accordance with the company’s and USAID’s rules and regulations.
Candidate must have demonstrated experience working closely with technical staff to support development of detailed and unbiased scopes of work suitable for local or international tendering, including detailed deliverables requirements and schedules.
Prepares Purchase Orders (PO), submits them for approval to the relevant authority. Conducts follow up on orders with suppliers to expedite timely delivery of the goods/services ordered. Takes actions with suppliers to resolve claims from requesting departments regarding quality/quantity of goods/services supplied;
Maintains contract data base, processes renewal or termination and re-tendering. Manages the Procurement filing system.
Conducts market research to identify potential suppliers of goods and services and maintains and updates the supplier database;
Performs other duties as required by the Procurement and Subcontracts Specialist.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
Degree in engineering is preferred, but extensive relevant experience in lieu of engineering degree will be considered.
A minimum of five years’ experience in procurement related to engineering services, IT infrastructure, and/or construction. Water and sanitation sector specific procurement experience is preferred.
Established strong knowledge of USAID procurement procedures.
Ability to analyze available information, draws well-founded conclusions and takes appropriate decisions.
Excellent computer skills, specifically in Microsoft packages.
In depth knowledge of Jordan’s water sector governance, Jordan’s water policies and strategies is preferred.
Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect colleagues.
Self-motivated person able to work without close supervision.
Ability to work in a multicultural context as a flexible and respectful team player.
Works effectively with others on common goals and fosters a positive, trust-based working environment.
Responds positively and effectively to changing circumstances.
Excellent Language proficiency in spoken and written English, and Arabic.
