The main role for this position: Auranitis has entered into an agreement with GIZ (German Agency for International Cooperation) to identify WASH interventions in the western part of Dara’a Governorate. The project has three main working areas (WA):
WA-1 Ranking and selection of target communities
WA-2 Baseline Survey and Damage Assessment Reporting based on Technical, organizational and financial analysis
WA-3 Formulation Conceptual Framework
WA-1 For the implementation of the project, Auranitis is looking for a programme coordinator, who will be responsible for the implementation and supervision of the various activities. Activities will be performed by Auranitis personnel in southern Syria in coordination with the Auranitis team in Jordan.
WA-2 involves a thorough investigation of the current water supply and sanitation situation in the selected target communities and/or an urban centre. This includes among others, an investigation about the status of the existing water supply and sanitation infrastructure, financial analysis, socio economic analysis, organisational analysis, stakeholder analysis, and a status of the previous and ongoing donor support in the target area. Information will be collected and consolidated by personnel in Syria; and will be jointly assessed and reviewed by the Auranitis team in Jordan and Syria.
WA-3 concerns the preparation of a conceptual framework for priority WASH interventions in the target communities. This will include measures for the repair and rehabilitation of existing water and sanitation systems aiming at supplying the target population with basic quantities of drinking water wherever possible, the devising of suitable capacity development measures, and any measure that would be suitable to improve the water and sanitation situation in the target area. All measures shall be prepared at the conceptual level, including the conceptual design and mapping of infrastructure rehabilitation.
An initial timeframe of six months is foreseen for the implementation of GIZ-supported measures.
Responsibility and Tasks of the ‘’Project Coordinator’’:
Main responsibility of the ‘’Project Coordinator’’ is to coordinate, oversee and plan all related activities while involving all stakeholders in Syria and Jordan. This is particularly relevant with regard to consolidation, quality assurance, analysis of information/data and the delivery of the agreed upon results.
Tasks of the PC include but not limited to:
Preparation and updating of work plans
Regular communication with GIZ
Identification and/or coordination with involved local councils, donors/INGOs working in the area
Lead and follow up on timely implementation and supervision of activities
Review and conduct quality assurance including triangulation of collected information
Work with the teams in Syria and Jordan for a critical analysis of collected data and information, consolidation of results, maps, drawings, sketches and preparation of various reports in English and/or Arabic as relevant
For possible an envisaged implementation of selected WASH interventions) with external support (GIZ, DFID, etc.), the project coordinator shall perform the following tasks:
Coordination and liaison with all stakeholders in south Syria and Jordan
-Coordination for the preparation of detailed design for water supply and sanitation projects,
Preparation of BoQs / cost estimates and project implementation plans
Preparation of tendering documents to be used in Syria in coordination with Auranitis staff and local councils/other stakeholders in South Syria
As relevant, supervision of project implementation and quality assurance
Coordination of the implementation of capacity development measures
Coordination and implementation of any other measures suitable to improve the water and sanitation situation in the target communities
University degree in civil engineer or any related fields , preferably with specialisation in water and sanitation engineering
Minimum five years’ experience in the design and construction of water and sanitation infrastructure from the consulting and/or construction industry
Profound understanding and experience with different levels of planning and implementation of water and sanitation projects (conceptual design, feasibility study, detailed design, preparation of bills of quantity, tendering, procurement, construction supervision, defects and liability period)
Outstanding coordination, communication and leadership skills
Experience in co-operation projects (infrastructure/capacity development) with international donors or NGOs is an advantage
Documented good command in spoken and written English language
Flexibility to adapt to new situations excellent acquaintance with the relevant IT applications
