CONTEXTUAL BACKGROUND



The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

JOB OVERVIEW

The Field Manager (FM) will directly supervise the operations department (Supply Chain, Operations, IT and Security) and coordinate their work in supporting projects and programs implemented by IRC in North Jordan to ensure the timely implementation of quality programming that meet the assessed need of the beneficiaries.

The FM will also support the Deputy Director for Operations (DDO) and Deputy Director of Programs (DDP) in representing IRC in coordination meetings and in front of authorities, and facilitation of donor visits.

KEY RESPONSIBILITIES

1. Supply Chain

The Field Manager is responsible for working closely with internal and external stakeholders to ensure effective supply chain planning and preparation to support program implementation by ensuring all program procurement and logistics needs are met on time in accordance with GSC and donors’ standards. This includes:-

Procurement:

  • Support in development of specifications and scope of work.
  • Review procurement documents for accuracy before payment.
  • Monitor the utilization of the procurement planning and perform necessary coordination with stakeholders to ensure proper implementation and update of current procurement plans.
  • Enhance the knowledge in the North Jordanian market by planning various market surveys.
  • Ensure timely and efficient procurement execution through PRTS monitoring and analysis.
  • Ensure accurate tracking and filing of procurement data, documents and suppliers files.
  • Ensure technical support to field office procurement staff in coordination with the Supply Chain Coordinator.
  • Ensure effective communication between Supply Chain team and all the stakeholders.
  • Review and support in maintaining suppliers files, due diligence and suppliers performance.
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.

Warehousing:

  • Oversee materials receiving and issuing process (handling, storage).
  • Oversee the implementation of GSC SOPs on Pharmaceutical inventory management.
  • Liaise with Senior Assets and Inventory Officer on the management of all Contribution In Kind (CIK) and Closed Grant Inventory.
  • Oversee the replenishment of field Drugs Warehouse as need arise based on an approve requisition.
  • Verify Updated stock cards, bin cards and inventory system regularly
  • Ensure the Warehouse activity book recording (i.e. Warehouse Register) for all outgoing and incoming receipts and activities.
  • Ensure Warehouse Authorization Schedule is up to date and displayed.
  • Participate and review accurate report for Year End Counts exercise.
  • Organize and participate in 20% inventory cycle count for all stock kept in the warehouse.
  • Conduct internal inventory checks and keep records of all records including cycle count.
  • Ensure (FIFO, FEFO, LIFO) procedures for goods in the warehouse.
  • Implement and ensure clear safety procedures.
  • Ensure the maintenance of warehouse building(s), fittings and equipment.
  • Ensure warehouse is regularly fumigated against pest, rats, rodents etc.
  • Ensure regular maintenance fire extinguishers and equipment.

Assets:

  • Ensuring that all assets are controlled and manage properly in accordance to donor-specific polices.
  • The implementation and/or maintenance of standard IRC assets management policies and procedures.
  • Ensure updated Asset register, Asset inventory list and expendable store inventory list and verify monthly reports.
  • Work closely with supervisor and Senior Assets and Inventory Officer for Asset disposal including Auction, transfer, donation etc. Process management.
  • Dispose IRC asset as per Donor regulation and approval, with reference to the organization policy.
  • Organize and participate in asset inventory (physical count) during report period.

Compliance and Ethics:

Assist in implementing donor rules & regulations for Identifying and analyzing compliance risk in Supply Chain processes through:-

  • Implementing due diligence for suppliers, this includes overseeing ATC checks, reference checks, supplier visits etc.
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
  • Identifying and reporting procurement red flags.
  • Implementing internal and external audit corrective action plans (CAPs)

2. Information Technology though coordination with Senior ICT Manager

  • Support in developing plans for optimizing IT capacity in field-office, both in systems and personnel.
  • Ensure local IT policies and guidelines are fully compliant with established practices at the field office.
  • Develop the annual IT budget for the field offices.
  • Set, review and oversee the implementation of IT actions plan for the field offices, and provide feedback accordingly.

3. Operations

  • Oversee the leasing agreement management in the North of Jordan and ensure proper documentation and filing.
  • Oversee maintenance and cleaning work across different areas to ensure proper services provided by the operations team to requestors.
  • Oversee the IT support and IT plans implementation in liaison with the Senior IT Manager in Amman.

4. Safety and Security: In coordination with the Senior Humanitarian Access & Security Manager:

  • Manage the humanitarian Access and Security field department.
  • Ensure all staff respect and adhere at all times to all IRC safety and security policies and protocols.
  • Ensure safety and security trainings are provided to existing and newly hired staff in a timely and systematic manner.
  • Ensure the staff submits movement plans and that a security briefing is provided on the security condition of the area(s) intended for a visit prior to any field visit.
  • Act as focal point for representing IRC in coordination meetings with local authorities.
  • Assist the Safety & Security Officer and the Senior Humanitarian Access & Security Manager in preparing and reviewing the security management plans.
  • Report all changes and updates in security situation to the Senior Humanitarian Access & Security Manager.

5. Staff Supervision and Capacity Building

The Field Manager is responsible for the management, supervision and capacity building of the Operations staff, according to hierarchy and the capacity building for non-supply chain staff members on Supply Chain processes, policies and procedures through:-

  • Monitor the timely deliverables of subordinates.
  • Set together with subordinates SMART performance objectives and support them to meet their objectives.
  • Conduct one-to-one performance review meetings (minimum twice: mid and end of the fiscal year) with subordinates, provide them with positive and constructive feedback.
  • Coach, train, and mentor Operations staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
  • Manage poor performance and disciplinary matters according to IRC HR policies and procedures.
  • Ensure that Operations staff annual leave plan is updated and leave days approved and tracked.
  • Organize, develop and deliver trainings for both Operations and non-Operations staff at field level which includes but not limited to new and updated GSC SOPs.
  • Identify training needs for Operations staff and provide recommendations to the Deputy Director of Operations.

6. Reporting

The Field Manager is responsible for the review, submission and filing of monthly field reports on fuel consumption, vehicles usage, inventory reports assets tracking, assets reports, SCMR, etc.

Key Working Relationships:

Position directly supervises: Field Office Operations Staff.

Position Reports to: Deputy Director of Operations.

Position Technically Reports to: Supply Chain Coordinator. (In Supply Chain related matters)

Other Internal and/or external contacts:

Internal: Deputy Director of Programs, Program Managers, Program Coordinators, Finance Controller, HR staff

External: Relevant stakeholders, both government and INGO.

Requirements:

Education: University Degree or equivalent in Supply Chain Management, Logistics, Operations, Business Administration or related field.

Work Experience: Experience in administration and management specifically in the field of supply chain/operations, with not less than six years in supply chain/operations, two years of which must have been spent working with an international NGO.

Demonstrated Skills and Competencies:

  • Demonstrated success as a team leader within supply chain/operations.
  • Exceptional organizational and coordination skills.
  • Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC externally;
  • Strong negotiation skills essential with experience in conflict resolution desirable;
  • Ability to plan, prioritize, coordinate and manage human resources.
  • Ability to work under pressure and to meet deadlines and objectives.
  • Flexible work attitude.
  • Good computer skills: facility with Microsoft Office applications.
  • Strong communication skills, with excellent written and spoken English.
  • Extensive working experience with procurements related to USAID, PRM, SIDA, DFID, ECHO and other donor funded projects will be an added advantage.
  • Able to work effectively in a highly matrixed structure.
