Project Manager – Base Manager

The Project Manager will be in charge of the successful setup and implementation of a complex cash for work project to be implemented centered in various locations in multiple governorates in the South of Jordan. Working closely with the Head of Program, the Livelihood Unit, and DRC support services, the Project Manager and her/his team will ensure that cash for workers work towards the protection of water dams and to reduce soil erosion of barren lands and other agricultural locations. This will be done in cooperation and coordination with multiple local and governmental stakeholders including with the donor.

The Project manager – Base Manager has responsibility for the overall timely delivery of DRC’s programme portfolio in Madaba, and for the smooth running of support services in Madaba, including safety, finance, HR, MEAL, logistics and procurement.

About the job

The individual will report directly to Country Director .Your main duties and responsibilities will be:

Project Management

· Ensure a timely and high quality implementation of the project outputs as per agreement signed with the donor;

· Manage all aspects of the project (human resources, finance, logistics, security, reporting, etc.) in the most efficient and effective manner. This includes building strong relations with the communities in which the project is implemented;

· Manage project budget through regular meetings with Finance Manager and provide financial risk analysis when required;

· Provide requested monthly and quarterly reporting to the Head of Program (HOP as Technical Coordinator) and take lead in all donor reporting requirements;

· Recruit, interview, and hire project staff

· Management and appraisal of the project team members;

· Oversee performance evaluation and identify capacity building needs

· Work closely with the Grants and MEAL units to ensure regular monitoring of project activities and impact

· Participate in country strategic reviews, linking with the project itself and any potential future program developments (including fundraising) of similar nature.

Project Coordination

· Monitor partner’s progress and take necessary actions to ensure project meets its goals

· Coordinate with the partner project team, ensuring that all partner’s staff receive adequate and timely support;

· Support the Partnership Manager in identifying capacity building needs of the partner

· Maintain a constructive and cordial relationship with the partner throughout the project implementation;

· Coordinate with Field Coordinator to ensure adequate representation and strong relation with local authorities and other relevant local stakeholders

· Manage regular donor field visits

· Take active role in monthly coordination meetings with other donor partners

· Take lead role with the livelihood department in relationship with technical consultant(s)

Technical overview

· Provide day-to-day technical guidance as needed on decisions pertaining to protection of dams, reforestation and other activities as determined in coordination with technical experts and field staff;

· Ensure recommendations made by technical experts are incorporated into field plans and are within program scope/ feasibility;

Base Management

· Represent DRC before relevant donors, local authorities and coordination bodies in the {insert location}.

· Ensure that project cycle management is carefully applied (needs assessment, planning, resources allocation, beneficiary selection, monitoring, reporting) in {insert location} with support from the HOP

· Contribute to analysis of the local context, in order to anticipate future needs and plan future programming accordingly.

· Monitor the progress of projects against work plans and provide appropriate support to project managers and support staff to ensure high quality programmes are delivered.

· Oversee MEAL team and practices, ensuring DRC applies MEAL practices in all projects, in coordination with the Amman-based M&E Field Coordinator.

· Supervise finance, administrative, HR, and logistics functions and ensure full application of policies in {insert location}, in coordination with the Area Manager and Amman-based technical leads (Head of Support Services, Logs Coordinator and Safety Officer).

· Monitor staff performance and conduct to ensure compliance with job requirements and DRC policies and values (including Code of Conduct and global standards) in {insert location}.

· Ensure staff safety in Madaba.

· In absence of the PM manage project implementation staff to ensure effective achievement of project objectives.

Carry out other activities as requested by the Country Director.

About you

· Master degree in social sciences, humanities, development studies, agriculture or water management.

· At least 5 years professional experience in the humanitarian sector or environmental/ water management sector

· Excellent knowledge of the project management cycle and experience managing large projects with complex logistical elements

· Fluency in English abd Arabic is required

· Previous experience working on the Middle East

· Previous experience working in cash for work projects with a livelihood component, with post-employment expertise being an advantage

· Willingness to live and be based outside the capital Amman (multiple locations including in Madaba)

· Relevant previous experience working in compliance, accountability, complaints management, etc. highly desirable.

· Experience in developing and facilitating trainings

· Ability to communicate technical information in an easy to understand, informative and collaborative manner

· Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.

· High integrity and willingness to conduct her/himself transparently and open to scrutiny

We offer

Contract length: 12 month contract including three months as probation period, renewable based on both funding and performance.

Level: A14 for Expats, or for National staff according to DRC’s salary scale

Designation of Duty Station: Madaba

Start date: January 2019
