Scope of Work

Integrity is looking for a MEL and Research Consultant for the Essential Services in Syria (ESS) Program, which is the first Task Order under USAID’s Building Resilient and Inclusive Communities in Conflict (BRICC) program in Northeast Syria.

The ESS program contributes to the BRICC resilience objective (RO) of fostering resilience and stability in conflict affected communities across Syria to prevent the re-emergence of extremist groups.

Under the ESS, Integrity provides MEL and research support to the prime recipient, which includes field data collection, analysis, research and reporting to feed into the ES[YR1] [HM2] [HM3] S Program Results Framework’s outcome and impact-level indicators relating to community stability and good governance in Northeast Syria.

The MEL and Research Consultant will support the MEL Manager and Research Manager with the design of MEL tools and sampling frames; cleaning, organization and analysis of data; and drafting of MEL and research reports.

How the Consultant fits into the Integrity team

The MEL and Research Consultant will be supporting on the monitoring and research components of Integrity’s work on the Essential Services Program, which includes: data collection tool design; supporting oversight of data collection (remotely); reviewing and cleaning data; providing high-level analysis, drafting reports and providing cleaned data that is client ready.

The MEL and Research Consultant will work closely with Integrity’s Data Manager and Field and Access Coordinator and will report to the MEL Manager and Research Manager.

Responsibilities:

· Remotely supports monitoring data collection led by the Field and Access Coordinator and Field Researchers in Syria.

Supports on design of data collection tools using KoboToolbox, pilot testing and quality control of data collection tools (surveys and/or Key Informant Interviews or KII).

· Leads on data quality control, cleaning, and coding as needed of surveys and/or KII, with oversight from the MEL Manager.

Supports MEL Manager with tracking and organization of data collected.

· Supports the Field and Access Coordinator in the development and provision of regular training for field researchers, and regular review of field researcher tools and findings.

Conducts quantitative and qualitative data analysis (English and Arabic).

· Drafts baseline, midline and endline monitoring reports.

Support in drafting ad hoc assessment or thematic reports focusing on northeast Syria.

Your Experience and Expertise

Bachelor’s degree in a relevant field, such as international development, economic development, political science, international relations, sociology, anthropology, etc.

· At least 5 years’ experience with monitoring, research, evaluation and learning for humanitarian or development programs.

Languages:

· Written and oral fluency in English, with the ability to write clear and compelling narrative.

Written fluency in Arabic is essential and oral fluency in Arabic is highly desirable.

Competencies

· Demonstrated ability to support in the design of technical M&E and research functions.

Demonstrated ability to conduct quantitative and qualitative data analysis and client-ready M&E and research reports.

· Demonstrated research and report drafting skills in English (using Arabic data, including KIIs and open source information).

Ability to work independently, proactively solve problems and consistently meet deadlines.

· Ability to clearly and concisely communicate complex dynamics and research findings to international clients.

Good understanding of the security and governance dynamics in NES.

· Experience in managing field teams in Syria.

Positive, enthusiastic team member.

· Previous experience with KoboToolbox highly desirable.

Previous experience working with Syria humanitarian or development programs highly desirable.
