ROLE SUMMARY

The Emergency Program Coordinator oversees International Medical Corps’ response in assigned Field Sites and is responsible for timely and high-quality program implementation and support. The Emergency Program Coordinator provides supervision and leadership to both program and operational staff at the field site, ensuring adherence to agreed work plans and reporting schedules as well as full compliance to International Medical Corps’ policies in the areas of Finance, HR, Logistics and Information Management. The Emergency Program Coordinator works in close coordination with Program, Finance, HR and Logistics senior staff, as well as technical staff to ensure that programmatic and operational strategies are implemented at the field site. The position will directly report to the Country Director.

ESSENTIAL RESPONSIBILITIES
Program Management and Development:

  • Supervise a pool of Department Coordinators and Managers to provide leadership to implement variety of projects within the areas of responsibility.
  • Support and oversee the day-to-day implementation of all projects, providing constructive supervision to the Department Coordinators and/or Managers to implement, monitor and evaluate work plans and monitoring & evaluation mechanisms.
  • Lead in conducting assessments and production of concept notes and proposals for new projects or response to new emergencies. Closely liaise with HQ Desk to provide information and seek guidance on any new initiatives or upcoming modifications.
  • Ensure that all the programs have the detailed implementation plans, including program, procurement and HR plans for each projects. Oversee the development of capacity building plan for sub-partners and follow up on the progress with the Sub-Grants Manager.
  • Work with all the sectors to design and implement a reporting system to monitor activities and evaluate the objectives, indicators and outcomes of the programs as well as trends. Review periodical reports, ensuring all the deliverables are made based on the projects’ scope, data is correct and the reports submission to HQ is on time.
  • In close collaboration with Country Director, program team and sub partners determine the operational needs and analyze data gathered to contribute to future strategies of programs.

Human Resource Management:

  • Provide direct support and supervision to HR Manager, ensuring policies are established, staff are aware of the set policies and following the IMC’s global and in-country HR policies and standards for professional conduct. Ensure all mandatory training is undertaken.
  • Assist in the selection and training of technical teams and recommend promotions, disciplinary action and termination of staff in consultation with the CD and HR.
  • Document and address breaches of policy and disciplinary issues in coordination with CD and HR Manager.

Finance, Logistics and Information Management:

  • In close coordination with the Finance and Logistics Departments, ensure proper financial, logistics and information management systems and control mechanisms are set to support the program implementation.
  • Proactively engage the support departments in program implementation to ensure their contribution to the planning and projections made for the program.
  • In coordination with the Grants Manager, triangulate the partners’ financial reports with the programmatic reports to ensure the financial statements are accurate.

Representation and Coordination:

  • In coordination with the Country Director and HQ Desk, represent International Medical Corps before Donors, local government authorities, non-state actors, UN agencies, NGOs, and other stakeholders.
  • Represent International Medical Corps with beneficiaries and communities to encourage accountability towards beneficiaries and other stakeholders.
  • Ensure regular and strong coordination between all staff and departments, including leading weekly coordination meetings.
  • Attending various coordination platforms to ensure International Medical Corps is actively engages in all coordination and discussions related to the humanitarian response in the areas of responsibility.

Security Management:

  • Working with the (Regional) Security Manager and Country Director to establish and maintain proper security protocols for the operations in the field.
  • Supervise the Field Security Managers to ensure all staff in the field site know and understand International Medical Corps’ local security regulations; document and address breaches of policy and disciplinary issues. Other duties
  • The position will require extensive in-country and international travels.

QUALIFICATIONS:

  • A Masters degree in International Development, Public Health, or other relevant fields is preferred.
  • Minimum of five years of program management experience in humanitarian or development work.
  • Demonstrated experience managing a large and diverse portfolio as well as a range of staff and with strong emphasis on developing their capacities.
  • Demonstrated ability to work respectfully and constructively with local partners, including community committees and host governments.
  • Familiarity with institutional donors including, DFID, GAC, ECHO, USAID/OFDA and etc.
  • Full capacity in the Microsoft office suite required.
  • Leadership and Management – demonstrated leadership, managing large teams of people.
  • Job Knowledge, thorough understanding of the above tasks and responsibilities.
  • Interpersonal/Communication Skills – ability to cooperatively and effectively work with other employees. Ability to work in multi-national and multi-cultural team is essential. Effective verbal and written communication, multi-tasking, organizational skills.
  • Situational Judgment – ability to analyze circumstances and carefully make appropriate decisions.
  • Problem Solving Skills: Ability to use creativity, reasoning, past experience, information and available resources resolve issues related to the program and program staff.
  • Compliance & Ethics :Promotes and encourages a culture of compliance and ethics throughout International Medical Corps, sub-partner organizations and field operations.
